Hm, I've never heard of such a thing. To be honest, campus bookstores are a ripoff anyway. Avoid buying books there if you can (some that are written by the university's own professors are only sold there). I buy all my books on Amazon/Ebay and I save SO much money.
If you really want to buy your books from the campus bookstore, you can just go to the bookstore after you move in. The first few weeks, the bookstore is always fully stocked.
What cut off date? A cut off date with buying your books from your school bookstore? Buy online from somewhere else then. (chegg, amazon, half.com, bookrenters). Your textbooks may take up to a week to get to you, but the sooner the better. I can guarantee that some of your books are sold out at your school's bookstore, especially if classes start on Monday. Order now, and you may be able to get your books on time. Go to the bookstore, get the ISBN numbers of your books. Or use the bookstore's website.
Order your books off Amazon.com, half.com, or chegg.com. I've used chegg before. I got a $200 book as a rental instead of purchasing. I was able to rent it for $10 and keep it for 6 months. Ordering online is way better because you save A TON OF MONEY. I'm a junior in college and wasted too much my first two years at the campus bookstore.
Trust me, colleges never miss an opportunity to profit from their students. The campus bookstore will have plenty of books to sell to you at top dollar. They will also gladly buy them back from you 16 weeks later for 75% less than you paid and then sell them "used" to another student for 90% of their original value.
Honestly, the campus bookstore should be your LAST resort for buying books. Most professors understand that not all students can afford to walk into the campus bookstore and lay down $500-1000 for ridiculously-priced books every semester just because it happens to be convenient. Many of them also resent that the college/university rips its students off so badly and will be happy to accommodate you. As long as you can get your books within the first 7 to 10 days of class, I think you should be fine.
Try buying or renting your books online first. My wife uses Chegg.com and a couple other rental companies and has saved a ton of money. You should also check Amazon.com because they have a great buyback program. You'll pay just as much for the books upfront but when you're done with them Amazon will buy them back for nearly the full amount you paid. You can then use your refund money to buy your next semester's books, and so on...
If you do not know the exact books you need, nicely e-mail your course instructors and ask them or visit the campus bookstore, ask for the books, write down the information you need, put the books down and head home to shop online.

They will still have the books when you get on campus. You shouldn't have any problems buying them except there will proabbly be a conciderable line at the bookstore. Yes you will need your books the first day of class.
There should be enough books at the bookstore. But maybe for future semesters you should think about buying them elsewhere if available like amazon, half.com It'll be less expensive than the school store.
